Libby Billham, enlisted in 1973 with the U.S. Air Force as a Corrosion Control Specialist (aircraft painter) and later cross-trained to become a Contracting Officer. She was Honorably Discharged from active duty in 1983 and the next day enlisted in the U.S. Air Force Reserves as an Operations Specialist alerting aircrews and preparing orders. She was recalled back to active duty during the Gulf War until her retirement of 20 years total military service in 1994. Beginning in 1983 after being discharged from active duty, Mrs. Billham served in Civil Service as a Contracting Officer for the U.S. Air Force until she retired in 2010. Combining both the military service and civil service years, Mrs. Billham served a total of 37 years of federal service. She is a Vietnam Era and Gulf War Veteran.

Mrs. Billham is currently serving as State Regent of South Carolina, Daughters of the American Revolution. She is a member of the Tamassee DAR School Board of Trustees. Mrs. Billham served as a National Vice Chair for DAR Service to Veterans, NSDAR State Vice Regents Club Vice President/Chaplain and currently serving as NSDAR State Regents Club Treasurer. On the state level, she served as South Carolina State Vice Regent, State Recording Secretary and State District IV Director.
